Why Govt did Not Stop the En Bloc Sales Scandal much earlier??

If you follow the Court case of Horizon tower,
one of the Lawyer revealed that in the case of
Dragon Court En Bloc sales, some names were
not submitted to the Govt initially, but later
re-submitted and realised that these missing
names are in fact the the En Bloc Sales buyer
themselves!!

Assumming :
Initial loan from bank to buy property = 500K per unit,
En Bloc Sale payment (loan from bank) =1200K per unit.
Net Amount pocketed from bank loans = 1200k - 500k = 700K per unit.

The banks are left with the hefty loan to sutain
the En Bloc projects for the next 15 years in Singapore!!
Whahahahahahahaha!!! Smart evil right?
And All Singaporean house buyers have to pay for
their fucking evil dirty tricks!!

Indonesian Tycoons are good at this kind of dirty
money games. They have started doing it since 2003/4.
Govt should allow Extradiction Law to pass without
conditions to send them back to Indonesia.
